Why is it that when the switch contacts are disconnected, even if there is lubricant between the contacts, they will be insulated and not conduct?

The above chart shows that the use of low electrical impedance lubricating grease on the switch contacts does not affect the connection of the contacts, but it also cannot play the role of connecting the contacts with the grease when the contacts are separated.
